[PHP-INSTALL] PHP5.3, php.ini and ~E_DEPRECATED

Has anyone figured out a way to turn off E_DEPRECATED errors in php.ini
under PHP5.3.x? It appears that php ignores the php.ini setting that
attempts to turn off those messages. I've seen this reported as a bug,
but with it resolved as "bogus" or "I am pretty sure this is fixed" but
no definitive notice that it has actually been fixed or assigned to be
fixed.
